Unfunded Bed Use

As with the Over Capacity Protocol (OCP), the use of unfunded beds (with the exception of OCP-triggered situations) was previously quite common.  

The current process that is being socialized is to utilize the bed meeting and the OCP protocol as an escalation process and pursue senior leadership approval, prior to opening up any additional locations.
